Abstract

The Spanish charity was subjected to great transformations throughout history. During the nineteenth century its evolution was consolidated from a charitable social action from the Church, guilds and brotherhoods to a public and secular charity, which ended up becoming the benchmark of social action to the detriment of the power lost by the Church. In this context, the Charity Act of 1849 and its Implementing Regulations of 1852 were approved, reaffirming the power of public authorities in charity. Also, unlike the Charitable Act of 1822, in the regulations we intend to analyze, the protagonists of the public charity will no longer be the municipalities, but the provinces and the State, who through the respective charity boards took charge of protect and assist the poor, sick and needy people of Spain in the mid-nineteenth century. © 2019 Schedes.
