Abstract

The causes and consequences of immobility in the fragmented Spanish municipal map are analyzed in contrast to those of most countries in our European environment. After almost a decade of operation, the result of Law 27/2013 which sought the rationalization and sustainability of the local Administration and the few cases of voluntary merger that have occurred is studied. Finally, the mandatory merger of municipalities is presented as the most reasonable way to rationalize and provide some efficiency to the operation of our local administration.
